Today’s water sector faces a number of challenges affecting the quality of life for people, and the natural environment. Issues such as a drying climate and rapid population growth call for a different way of sustaining capital, and delivering new infrastructure assets, to meet community needs.
As one of Melbourne’s largest retail water businesses, Yarra Valley Water provides water supply and sewerage services to approximately two million people and more than 60,000 businesses.
Aurecon and KBR, in partnership with the water utility, are developing a program management operating model and governance structure to guide the delivery of sustaining capital projects that achieve phased savings in capital infrastructure expenditure, for keeping water bills affordable.
Over recent years, Yarra Valley Water has been on a continuous improvement journey; uplifting its processes and practices to ensure it delivers on customer promises and maximises the performance of its assets under the Essential Services Commission’s performance, risk, engagement, management and outcomes (PREMO) framework. The partnership is centred on applying mature processes and data intelligence for network-wide investment decision making.
The innovative step-change this partnership brings to approaching sustaining capital aligns with the water utility’s 2030 vision which is to support the health and well-being of its customers, and create a brighter future for communities and the natural environment.
There are three defining factors most critical to the partnership when delivering asset and service improvements:
Each factor will guide corporate accountability, budgeting, planning, design and delivery of sustaining capital projects.
They are also the foundation to the program management operating model and governance structure to create a ‘One Team’ culture amongst all partners of delivery projects.

Yarra Valley Water’s success in delivering sustaining capital projects will be founded on a conscious investment in continuous improvement. The partnership is providing strategic advice on how to implement Yarra Valley Water’s new program management approach to planning and delivering water and sewer assets.
The resulting capability uplift embedded within the water entity will enable implementation and optimisation across delivery projects, and the associated business systems, and contracting strategies to support programs of work. The approach identifies the nature of business change, risks associated with people and projects, and the stakeholder input required for positive change in alignment with business strategy.
There is commitment to build new capability within Yarra Valley Water, and within its partners, around sustaining capital investment, strategic asset planning, program management and controls, and data management and analytics. This will build the confidence in the ability of the water utility to deliver projects in a way that puts customers, communities and the natural environment first, and delivers effective long-term value.
This is Aurecon and KBR’s third collaborative partnership with an Australian water utility, in their journeys towards realising savings and asset optimisation of sustaining capital expenditure to achieve community-centric outcomes.
