The annual volume of shipping containers moving through Port Botany in New South Wales, Australia, is expected to increase significantly over the coming decades, placing increasing pressure on the state’s metropolitan freight network. To increase the capacity of the network, the Australian Rail Track Corporation (ARTC) is duplicating the remaining single-track section of the Port Botany Rail Line.
Aurecon is the independent project verifier for the design and construction phases of the duplication, having gained experience in similar roles on rail networks across Australia and globally.
This project will enable a higher proportion of freight containers to be moved by rail in the future, helping to reduce road congestion and road transport carbon emissions.
Aurecon’s role on behalf of Australian Rail Track Corporation is to verify that the design, and construction methodology, is compliant with all requirements. This includes compliance with Australian rail track and signalling standards, and compliance with the project’s technical specification and works description, and project contracts.
The project includes track and rail bi-directional signalling, new rail track, slews and crossovers, structures for switches and data communications, along with bridge widening, modifications and construction.

As a part of Aurecon’s role, we are considering the existing infrastructure constraints, future operational flexibility, customer needs, stakeholder needs, and network reliability as set out in the project requirements.
Close to Sydney Airport, and existing public and private infrastructure, the rail track duplication has several third-party stakeholders with a vested interest in the project and an expectation of accuracy, adequacy and efficiency.
Aurecon consolidates and moderates the feedback and comments from stakeholders to propose relevant changes or amendments to the design, and construction methodology.
This is a transformational project for the New South Wales freight network, helping to meet a predicted increase in container freight handled by Port Botany of 77 per cent by 2036.
It increases freight capacity and encourages more freight movements to be made by rail – helping to shift freight away from road transport and reducing the rate of growth in truck movements and traffic congestion.
Aurecon is drawing on its significant experience in operational rail environments to assist with the delivery of this important piece of rail infrastructure, together with the Cabramatta Loop Project, an Australian Rail Track Corporation project being delivered in parallel.
The benefits of both projects for people and businesses in New South Wales will be experienced for decades to come.
