Western Australia’s first State Infrastructure Strategy represents a significant step forward in the way the state plans, delivers and manages infrastructure. It provides a long-term vision and infrastructure outlook for the state over the next two decades and is underpinned by 10 strategic objectives and divided into broad infrastructure types.

To deliver this challenge, Infrastructure WA appointed Aurecon to lead an extensive consultation process with communities, businesses and industries across the state’s 10 regions, Perth and local government areas.

Aurecon led the consultation for the State Infrastructure Strategy Discussion Paper – ‘A Stronger Tomorrow’ and also the engagement for the draft State Infrastructure Strategy ‘Foundations for a Stronger Tomorrow’.

Community and stakeholders were provided with the opportunity to identify, contribute to, refine, and test recommendation for infrastructure programs, projects and policy reforms that inform the strategy.

A Stronger Tomorrow

The first stage of engagement was through the discussion paper, encouraging constructive conversation with regions, industry, the community, and all levels of government in the early stages of the strategy’s development. Aurecon recognised that it was critical that the needs of all stakeholder groups, including the general community, were considered in order to inform the next stage of the strategy development meaningfully and usefully.

To reach and engage with the wide range of stakeholder groups, multiple communications and engagement tools, methods, materials and channels were used. These included regional roadshow workshops, online workshops, online surveys and face-to-face meetings.

Engagement methods included a detailed scenario canvass exercise with participants working together to forecast future needs based on various future realities and regional visioning.

The programs, and Aurecon’s collation of data and discussion in a systemised and consistent manner, was highly effective in identifying key themes for the development of the draft strategy.

Foundations for a Stronger Tomorrow

Community consultation was undertaken using a range of different channels and forums.

Face-to-face discussions took place with stakeholders in all of the state’s regions, which occurred over a two-year period. These were supported by an online survey promoted through existing youth networks.

In total, more than 700 attendees were actively engaged with, and more than 140 formal submissions and 115 survey responses were received and analysed. In the survey responses, there was an 87 per cent overall support for the draft strategy.

The final strategy, tabled in the Parliament of Western Australia, included a ‘What we heard’ chapter that details how feedback from the second phase of engagement was actioned in the development of the final strategy.

The strategy focuses on future infrastructure that has far-reaching positive implications for government, business, industry, culture and community in the widest sense. It looks beyond short-term infrastructure priorities to reflect a state that people want to live in, work in, and be a part of.
