CleanCo’s Swanbank site has been a place of energy generation for more than 50 years. Now the site is being transformed into an energy precinct featuring lower-emission energy generation and storage technologies.

Aurecon provided engineering, environment and planning advice on the overall configuration of on-site assets to support the site’s redevelopment, while also contributing to the development of the 250 MW/500 MWh Swanbank Battery and low-emissions reinforcing bar mill, Future Forgeworks.

Transforming the Swanbank site into a hub for lower-emission energy not only ensures Queensland's energy security but also drives economic growth and job creation.

Environmental planning to transition from the past to the future

Transforming the 700-acre site from coal generation to lower-emission energy supply will help position Queensland for reliable, long-term energy security. Redevelopment will also contribute to economic development and job creation for the state’s Ipswich region.

As part of determining the site’s suitability for energy and industrial development, Aurecon completed the early-stage planning appraisal and required environmental enabling works. This included analysis and recommendations on ecology, water and civil infrastructure, together with a plan for contaminated land remediation.

In addition, Aurecon contributed to CleanCo’s transition strategy for the site. The resulting site-specific project assessment and governance framework is now being used to guide due diligence for proposed projects and initiatives.

Designing for batteries

The Swanbank Battery marks the beginning of the site’s evolution, adding up to 250 MW/500 MWh of capacity for CleanCo to supply customers with affordable and reliable lower-emission energy.

Aurecon prepared the concept design and provided CleanCo with technical oversight as Owner’s Engineer for the procurement of the battery modules from Tesla and balance of plant works by Energy Queensland. As the battery trades on the National Electricity Market (NEM), it stores energy from the grid when demand is low and dispatches this energy when demand is high.

Meeting construction industry rebar demand using recycled scrap steel

Aurecon’s contribution to the site continues, supporting the project’s engineering, procurement and construction teams as Owner’s Engineer on Future Forgeworks, which is being built to produce Australian-standard reinforcing bar (rebar) from recycled scrap steel.

Locally sourced scrap metal such as end-of-life vehicles and white goods will be delivered to the facility and converted into rebar for concrete reinforcement in infrastructure construction.

Our Owner’s Engineer role builds on our delivery of early engineering, technical assessments and environmental and development approvals for the project.

Once completed, Future Forgeworks anticipates that the mill will produce 350,000 tonnes of Australian-standard reinforcing bar (rebar) each year and meet at least 90% of Queensland’s rebar demand, including supporting construction activities for the Brisbane 2032 Olympics and Paralympic Games.

Additionally, Queensland’s steel mill emissions will be reduced by over 70% by reducing the internal and interstate transport and importation of scrap metal and rebar. The mill is expected to achieve net-zero emissions by 2040.
