In 2019, the Western Australian government launched the Energy Transformation Strategy to ensure the delivery of secure, reliable, sustainable and affordable electricity. A key component of this work program is the Power System Security and Reliability (PSSR) Standards Review. The review aims to modernise the technical requirements (connection standards) for facilities connecting to the South West Interconnected System (SWIS), the network supplying electricity to most of Western Australia’s population.
Energy Policy Western Australia (EPWA) engaged Aurecon to provide specialist technical advice on specific areas of the PSSR Standards Review.
Western Australia’s energy network is one of the world’s most distinctive systems, shaped by its geographic isolation and the vast distances between power generation and demand. These characteristics require careful consideration and technical requirements that reflect the specific circumstances of the network and market design.
EPWA, policy advisor to the state government on the energy transition, is developing policies to address the specific requirements of the SWIS. This is particularly critical as Western Australia accelerates its renewable energy transition ahead of the planned retirement of coal-fired generation by 2030.
Aurecon is committed to partnering with government and industry to deliver reliable, secure and sustainable energy systems.
As renewable investment and development accelerate, inverter-based resources (IBRs) are emerging as key technologies to support the energy transition. IBRs are energy generation and storage technologies that use power electronics (inverters) rather than spinning mechanical turbines to supply electricity to the grid. Battery energy storage systems are a popular example.
Through the PSSR Standards Review, EPWA has been progressing reforms to reduce barriers for connection for new technologies by clarifying grid-following and grid-forming inverter technical requirements and updating performance standards to better recognise and realise the benefits of grid-forming capability.
As part of the review, EPWA, the Australian Energy Market Operator and Western Power developed a proposal for revised technical requirements and consulted with industry stakeholders for feedback and input.
Aurecon was engaged by EPWA to provide technical analysis and recommendations on:
While the work in relation to the technical requirements are yet to be finalised, this work directly advances the Energy Transformation Strategy’s objective to modernise network connection, enabling more low-emission energy technologies to connect to the network.
By advising the state government on technical standards that balance innovation with grid reliability, Aurecon is contributing to the development of infrastructure that will support smarter energy systems right across the state. This engagement reflects our commitment to partnering with government and industry to deliver reliable, secure and sustainable energy systems.
