Seaview serves as the main fuel line into the lower North Island of New Zealand, supplying four bulk fuel terminals; Hutt City joint venture terminal (NZOSL and Z Energy), BP, Mobil and Z Energy, through a single wharf line with 5-6 kilometres of pipeline infrastructure. This critical asset supplies the majority of the fuel for the lower North Island, serving approximately 20% of New Zealand's population.
However, the aging pipeline had started to present a risk to the resilience of supply. The original concrete-lined carbon steel pipe with collar welded joints is particularly vulnerable under seismic load, a concern identified by the client 10–15 years ago.
As industry-owned infrastructure, decisions around upgrade have to be carefully balanced between multiple stakeholders. The project also faced complex technical challenges including geotechnical conditions such as the pipe sitting on a 'rock reef' which crosses the Hutt Valley aquifer, contaminated land remediation requirements and the imperative to maintain continuous fuel supply throughout construction.
As lead engineer providing design services, Aurecon delivered a comprehensive multidisciplinary response across the three-stage upgrade program. Our cross-team approach resulted in a long-term resilient plan for pipeline replacement and refurbishment.
The project included pipe design to address the vulnerable collar welded joints, geotechnical engineering for trenching and foreshore stabilisation, contaminated land remediation and assessment to manage legacy environmental impacts, planning and consenting support navigating complex regulatory requirements, electrical engineering for upgraded systems and civil/structural engineering for foundations and supporting infrastructure.

Aurecon's greatest challenge was to stakeholder needs while maintaining operational continuity. Stage One involved replacing the pipeline from the Seaview Wharf abutment to Port Road, Stage Two replaced the existing pipeline supported on a seismically vulnerable structure with a sub-sea pipeline (designed by a specialist sub-sea consultancy) and Stage Three addressed the onshore pipeline replacement from Port Road to the fuel storage terminals, including a new 2 km buried route to the Hutt City Joint Venture terminal.
The completed Seaview Energy Resilience Project secures energy supply for the lower North Island through the systematic replacement of seismically vulnerable infrastructure and future-proofs critical infrastructure for evolving fuel requirements.
Our multidisciplinary engineering approach, spanning pipe design, geotechnical, contaminated land, consenting, electrical and civil/structural disciplines, showcases Aurecon’s ability to deliver resilient infrastructure solutions.
