School buildings with adequate and modern spaces help to make education desirable for students to study and educators to work. The impact of school infrastructure on positive learning and growth in Victoria, Australia, is being facilitated through the state’s school building authority with support from Aurecon.
The scale of capital investment in infrastructure that is required in this 21st century is significant so in 2018, the Victorian School Buildings Authority (VSBA) chose to oversee programs of work in-house instead of previously outsourcing packages of work.
A major transformative change for the VSBA, Aurecon was appointed to strengthen its processes, resourcing, and technology applications. The Education Infrastructure Development Office (EIDO) services, and Capital Programs Assurance Services (CPAS), were set up to navigate the change. They ensure that capital works projects align with each school’s vision for the future, including curriculum, pedagogy and educational culture.
Over a period of five years, EIDO services set up long-term standards, policies and procedures for consistent delivery of school building infrastructure. Upon commencement of the program, changes were made to the VSBA’s Project Management Office (PMO) to introduce new systems and delivery methods that allow capital works to be delivered efficiently and with value for money outcomes.
Simultaneously, representatives from CPAS had an oversight role for each stage of projects during design, construction and effective close-out.
The overarching objective of Aurecon’s role was that as the VSBA’s in-house capability grew, it’s need for external support would diminish. With the original objectives of the EIDO achieved, CPAS are still required as projects continue to create infrastructure that provide spaces for student and educators to thrive.
Aurecon was re-appointed to continue its role in CPAS, providing project assurance which is the process of critically assessing projects during design and delivery. Independent assurance is being provided to make certain that VSBA’s policies and procedures, building quality and facility standards, and time and cost objectives, are being adhered to.
This is real-time assurance, both forward looking and with the objective of enabling continuous improvement. Through the creation of these services within the VSBA, the authority is equipped to continue driving innovation and adapting for the future of education and learning.
