Better resilient infrastructure performance has the ability to reduce risk exposure, such as financial, climate and operational, and systems, as well as inform capital investment decisions. Better decisions about risk require a deeper understanding of its complexities and relationship with actions to strengthen resilience for natural hazards and disasters across communities and countries.

Aurecon supported the United Nations Office for Disaster Risk Reduction (UNDRR) in developing a Scorecard for assessing systemic resilience of infrastructure and assets at a city or country scale.

Supporting resilient infrastructure assessment

The UNDRR's Principles for Resilient Infrastructure Scorecard helps reveal resilience gaps between essential infrastructure assets. It was developed to support implementation under the Sustainable Development Goals (SDGs), and the Sendai Framework for Disaster Risk Reduction 2015-2030. The latter outlines seven clear targets and four priorities for action to prevent new and reduce existing disasters.

With a set of assessment guidelines, the Scorecard is an enabler for establishing a baseline for the resilience of assets and infrastructure to potential risks and disasters, therefore allowing optimisations to be identified and prioritised.

The Scorecard supports organisations to gain an insight into the current state of resilience for any key asset, or portfolio or network of assets, together with insights to inform action.

Scorecard applied for Queensland

In Australia, the Queensland Investment Corporation and Aurecon applied the Scorecard to two economically important state assets to arrive at a suite of disaster risk reduction strategies and solution recommendations.

These fortify the importance of interconnected service systems and identify a pathway of optimisation projects to support the assets to withstand, and be well positioned to recover from, a multitude of disruptions.
