NewsAurecon to enhance Hong Kong’s low-level radioactive waste storage facility

2 December 2024 | 2 min

Aurecon has been appointed by the Hong Kong Environmental Protection Department to conduct a consultancy study for the second follow-on contract for the low-level radioactive waste storage facility (LLRWSF). This facility, the first and only of its kind in Hong Kong, has been operational since its completion in 2005 on the remote island of Siu A Chau, providing essential storage for low-level radioactive waste that cannot be returned to manufacturers.

The LLRWSF is licensed by the Radiation Board and operates under strict surveillance, ensuring safety with continuous monitoring of radiation levels. As the current Design-Build-Operate (DBO) contract approaches expiry, the comprehensive study will shape the facility's second follow-on contract, ensuring continued safe operations beyond January 2026.

Aurecon's scope includes a comprehensive review of safety, operational and environmental performance, along with recommendations for refurbishment and upgrades to enhance facility operations.

The consultancy also aims to facilitate a seamless transition between the current operator and the new operator, incorporating an expedited program to complete necessary studies and develop tender documents within seven months from project commencement.

"This project represents a significant milestone in Hong Kong's commitment to sustainable waste management," said Vivian Lee, Director of Operations, Water, Environment and Sustainability – Greater China at Aurecon.

"Our risk-based assessment approach will ensure the facility continues to meet the highest standards of environmental protection while incorporating advanced climate resilience measures. Hong Kong faces a continuing need to sustain the existing waste assets as well as to develop new ones, and we look forward to increasing our contribution in this space,” she added.

"Our engagement in this project underscores Aurecon's dedication to advancing environmental stewardship and community well-being in Hong Kong, said Jean-Marc Girard, Chief Operating Officer, Asia at Aurecon. We are proud to contribute to initiatives that address the evolving needs of sustainable development."

The LLRWSF, Hong Kong's sole purpose-built facility for storing low-level radioactive waste, plays a crucial role in managing materials from healthcare, educational, and industrial sectors. Through this project, Aurecon will help architect the facility's future operation while setting new benchmarks for environmental infrastructure management in the region.
