Getting wind projects across the line in Africa and Asia

9 April 2014 - Aurecon's Renewable Energy Leader Blair Walter will be sharing his experience in progressing wind projects in Africa and Asia at the NZ Wind Energy Conference, which will be held from 14 - 16 April 2014 at Te Papa Tongarewa: Museum of New Zealand in Wellington.

The conference will explore the potential for wind energy developments in New Zealand and internationally.

“In vastly different political and geographical climates, the challenges of reaching financial close on wind projects in Africa and Asia look and feel different but the core elements of successful projects are similar in any jurisdiction,” says Aurecon's Renewable Energy Leader Blair Walter.

These elements include:

-       Certainty in the wind resource

-       Clear access to the grid for power export

-       Unrestricted land access

-       Assessment of environmental impact and authorisation

-       Equitable offtake arrangements

-       Robust contracting strategy to manage local risks

“All of these elements are required to secure finance at reasonable cost and move into the implementation phase for the project,” Blair said. 

“With a large appetite in the international finance community for investment-ready projects, this is often the point at which the developer banks its return on development investment. 

“With no ongoing interest in construction and long-term operations, the developers’ motivations are often different to those of the financial close shareholders,” Blair said.

Blair’s paper will examine commonalities and differences in regulatory frameworks and financing arrangements from recent wind projects in Africa and Asia, and highlight aspects of best practice in wind development relevant to any geography.
