18 October 2011 - The South African Institution of Civil Engineering (SAICE) promotes the upholding of quality and world-class standards and encourages its members to extend their skills to compete in the global arena.

Held in Johannesburg on 11 October, the annual SAICE National Project Awards give recognition to well-engineered civil projects that portray the art and science of civil engineering to the general public and publicise how the profession finds answers to challenging problems.

Aurecon was appointed by the City of Cape Town for the design and construction supervision of the Granger Bay Boulevard and Green Point Roundabout, which achieved the accolade of the best project in the Technical Excellence category. The project provided much-needed safe access to the new Green Point Stadium during the 2010 FIFA World Cup™ and now provides efficient access for vehicles and pedestrians to the Cape Town Waterfront.

The project formed part of the Department of Transport’s 2010 transport action plan which had two main aims: to get soccer fans from the airport into the city by public transport, and to maximise the use of non-motorised transport such as pedestrian movement and cycling. Consisting of an elevated traffic circle with a pedestrian plaza underneath, the Granger Bay Boulevard and Green Point Roundabout were pivotal steps towards achieving these aims.

Innovative solution

An innovative solution to giving large numbers of people safe access to the stadium and waterfront was to create a pedestrian concourse under an elevated traffic circle. In conjunction with the urban planners and the architect, a concept was developed for a circular structure which could provide access from every direction and which had similar features to that of a building rather than an elevated motorway. It was also intended that this concourse become the focal point of the urban park which would form part of the redevelopment of the area.

The final structure resembles a flat ring with an outer diameter of approximately 75 m, while the deck consists of a continuous slab structure with flat tapered edges.  Expansion joints are provided only at the abutments, with all movement taking place around the centre of the inner circle. The heavy parapets necessary for potentially high vehicle impact loads have been effectively hidden from below with large, roughly elliptical edge copings, while the concourse was landscaped to produce an attractive area which was effectively integrated with the adjacent stadium precincts.

During the course of the project, it was decided to expand the contract to include the design and construction of the parking and pedestrian areas surrounding the new circle. The additional work also included the integration of the traffic circle with the Bus Rapid Transit (BRT) system through the construction of two bus stations, one of which was linked directly to the pedestrian concourse under the circle.
