Aurecon’s team in Singapore worked closely with the Government of Mauritius to deliver a modern, alternative mode of public transport.

The Mauritius Light Rapid Transit (LRT) Project, or the Metro Express, is a priority transport infrastructure project and the largest of its kind ever undertaken in the country since independence. The construction of the project commenced in 2017 after the award of the four-year engineering, procurement and construction (EPC) contract.

Aurecon’s team in Singapore has been involved in the development and implementation of the project from its initial inception in 2012, working directly with the Government of Mauritius under a government-to-government arrangement with the Singapore Cooperation Enterprise, and Strides International (formerly SMRT International). Aurecon’s scope encompasses the following:

  • Feasibility study, business case and implementation planning
  • Reference design development and value management
  • Tender preparation and transaction management
  • Environmental impact assessment
  • Delivery management and institutional development

Working closely with the Government of Mauritius as their trusted project advisor, Aurecon’s contribution has enabled Mauritius to successfully execute the design and construct contract, putting in place enabling measures and frameworks for the operation of light rail service. These included the development of new light rail legislation, fare structures, integration plans for the public transport network, as well as operating and maintenance licencing conditions for the rail operator.

In December 2019, the Government of Mauritius successfully opened seven stations for passenger service in the first of a two-stage operational schedule. When fully operational, the 26 kilometre line will extend from Curepipe to Port Louis and include 19 stations.

Connecting communities

The vision of the Metro Express is to deliver a modern, alternative mode of public transport that supports the country’s developmental and economic growth strategy. Being the first light rail system in Mauritius, the project is a key developmental step for the country to become an inclusive, high-income economy by 2030.

There were several challenges the light rail system was commissioned to address. These included a rapidly-growing economy, increasingly unsustainable car ownership, and limited public transport options. In combination, these factors were causing considerable road congestion during peak traffic periods.

Other issues that support the strategic need for the project included improving road safety and carbon emissions, the need to improve accessibility and connectivity between employment centres, and the need for urban renewal.

Aurecon is proud to be a part of this project, as it aligns with their goals to design better futures and make a real difference in the communities in which they work.
